bump dependency version numbers where appropriate #2

currently, there are some dependencies that we should be updating if we plan to keep them pinned:

python-ldap 2.3.11 -> 2.3.13 (2.3.11 is removed from pyp, but .13 is there)
SQLAlchemy 0.8.0 -> 0.8.5
confibobj 4.7.2 -> 5.0.2 (this was a backwards-compatible change for python 2.6 and 2.7)
six 1.3.0 -> 1.5.2 (backwards compatible, and configobj is actually specifying it)

note that python-ldap 2.4.x implies the presence of OpenLDAP 2.4.11 or later (link) so we don't want to go there without making strong assertions about the server
