Removing Start/Stop server buttons #37

I think ArtNet server should be started at ELIOS startup and just restarted when there is prefs changes to store.

ArtNet Server is now started when the application is launched. Server is restarted if the configuration has changed. The HTTP Server is managed too. Closed by 7803b696c9580c0e9fb5ebeb9b46d0e298c4a816.
