Enhancement: Note Splashes #11

Want to add these from Week 7 but need someone to make some for custom ones for Enigma to avoid licensing issues.

My main thought on this is that it's a cool feature that people like, but using the ones from Week 7 is a violation of the terms for GameBanana and using the ones from Psyche would just be stealing.

I might just end up implementing splashes using assets from one of those, then remove the assets and require a mod be installed to use them.
