Create a set of command line tools, providing the following functionality:

Automatically install all dependencies for Enigma Engine.
Automatically create and archive all builds needed for a release (both minimal and vanilla builds).
A mod init command, which prompts the user for any required fields and creates a stub/example mod that they can easily modify.
