Budgie Panel & Menu Not Themed #281

Hello, I am running Budgie 10.8 and the panel and menu are not themed when I use the Nordic Darker themes. I have seen the same issue in Budgie 10.7 as well. Also it does not matter which Distro I am running the theme on, Ubuntu Budgie, EndeavorOS and so on. I do not have this issue if I run other themes such as Arc Darker as 1 example. When using Arch Darker the panel and menu are themed normally. Snapshot_2023-08-23_19-38-13
