Cannot prevent using hands to break wood blocks by changing harvest level #3

Original title question before edit: "Are Commas required?"

For example, take this copy of the config: https://pastebin.com/3r12V7XZ When loading the game up, this file does not change the mining level of logs or leaves; all may still be gathered by hand.

Minecraft version is 1.11.2, mod version is 1.11.2-r2

Well, it turns out that when I added WAILA harvestability, the changes are being applied, but when I break it by hand I still break it, even though it says I shouldn't be able to.
