staff of baldur right click mob ignite immediately goes out

minecraft 1.19.2, nature's aura 37.5

what I expected:

• right clicking a mob with the staff of baldur ignites it, similarly to the flame enchant, dealing fire damage

what I got:

• the flame animation/visual effect appears on the mob for a fraction of a second, then immediately disappears. no fire damage is dealt.
