CircuitBuilder goes from GPL to LGPL #1

I modified the README.rst (needed for PyPI) to change the License type from GPL to LGPL. I also added correct documentation links and removed some old-TODO list. Once this is pushed into main, I'll update the PyPi package accordingly (https://pypi.org/project/elmer-circuitbuilder/)
