Prediction Hitrate Issues #46

Obviously this can be put on the back burner but:

The prediction hit rate should never show 100% unless the target will be unable to move throughout the entirety of my cast. (I understand you cant take into account QSS like moves)

[I get 100% even with the hitchance reduction slider as low as possible, which may be another bug]

Just wondering if there is a check in place to see if a target will/can leave a skillshots collision before we cast? I see a lot of hit chance 100% casts miss about 75% of the time during a blitz game. I understand not always being able to tell if a minion will move and block collision, but we have the move speed of a player, if the spell takes 250 ms to cast and 250 ms to reach the destination, and the target has more than 250 move speed then dont shoot, they can and most likely will dodge.
