What do you mean by the black box problem? Do you mean there's some unexpected behavior due to some conflicts between the extensions?
I mean this (attachment.) They flicker while scrolling, and appear on a variety of different sites. Persists after reinstall.
Huh, that's strange. What version of Chrome and what platform?
Version 59.0.3071.115 (Official Build) (64-bit) Win 7 Enterprise SP1 64 Bit

What video card do you have?
Flicker instead of full blocking, on my PC (Win10 Pro x64)
as if the video on the site is trying to start over and over
It's an ASUS laptop and I don't know what video card it is using, presumably the video
card that is built into the Intel motherboard.

Apparently either this extension or Flashcontrol is causing the old Chrome black boxes problem to occur again. Disabling these two extensions was the only solution that worked (hardware acceleration settings, etc. did not)
