Chaotic (tag ordering module) brainstorm

Brainstorm for a future module to fix repeatedly requested Tyrannical features. I want to use a new module for that as it is totally out of Tyrannical scope.

• Group identical tags
• Add before/after certain tags
• Force index shortcuts
• Allow group of tags to share shortcuts
• Allow certain tags to be created on demand
• Groups
• Groups priority
• Groups colors
• Add virtual indexes as prefix to names
