implement a private messaging system

[ ] available to registered and logged in users only
[ ] notification (email definitely, icon/toast on site maybe)
[ ] messages may not contain images (site-specific emojis and unicode emojis excluded)
[ ] available option: reply
[ ] available option: report abuse
[ ] available option: delete
[ ] multi select of messages for deletion
