Cluster mouseover infowindows get annoying when there are a lot of clusters #33

Either

  1. Open cluster info window on click This will override the default onClick behavior of zooming into the cluster
  2. Close info window on infowindow and cluster mouseout? We would still need to allow the user to add remove consumers when the infowindow is open

Or add a timeout before opening the infowindow
