The maintenance label will block merging until a maintenance time is med. This is to prevent breaking changes from being merged during productive ours or play times.
Current plan:
add a new lab
make it block on this label until a configurable time. This time is optional such that if you do not specify it it will not be merged at a time but it is instead expected to be merged manually be removing the maintainence label.
