There are a number of ops improvements we'd like to make

remove cross dependencies (UI depends on Scripts, and keeper/warmer depends on hardhat)
Move all build steps into Dockerfiles
- currently we need to manually compile the contracts and generate the go abis

UNIFY THE DUAL WAKE SCRIPTS!!!

there are two of them, it's not great

Get docker-compose.yml working for both local and production deployment without manual edits in either environment
