New setting - Spectator Practice #724

While Spectating/Eliminated, if this setting was on youd be able play a practice tag match while the match is still active, with other players with this setting on.

Could also be a spectator selection, like freecam, and player cam are

Now thinking about it, yeah this should probably just be a new option in the spectator bar (the place where the player, freecam, and mario spectating options are)
