Github action "build docker image" is not automatically run #750

When we merge a PR containing a label like "minor", a new release and tag is created. However, this GitHub action (https://github.com/EmerisHQ/tracelistener/blob/main/.github/workflows/docker-build.yml) is not automatically triggered.

The same goes for api-server.

My two PRs didn't solve the issue, I don't know why :(
