Open-sourcing: Minimal local env #807

Starport-operator may not be open-sourced. We have also decided that we will focus only on TL w.r.t. documentation.

DoD Either modify the Tilt script to remove all StOper dependencies OR Include instructions on how to run TL locally w/o referencing StOper
