So I've basically completely re-written bonemeal.
Right click grass (like normal) with bonemeal and it will randomly choose a radius from the array.
It will create an invisible cylindrical array of blocks.
it will then randomly choose a vegetation to turn the blocks in to.
Whilst cycling through the array of blocks it will check every single block to see if it can go in a zone/lot depending on the person who planted it's permissions.
Tested heavily. Open for balancing - Did as good job as I could but you might want to change it.
(p.s. by balancing I mean change the frequency of certain items being generated; just add more air/grass)
