Something is broken with names #293

Have to type the full name out and get the case correct in /who but not in /tp. This may not be an issue with all people but it is for me (even after reconnection and restart MC) but I asked others and it seems to work the same for them. Also, when people without a quit message leave, the default quit msg process does not insert their name. I would guess they're related but...

I forgot to allow partial completion for tp, fixing

To clarify: It was working fine with /tp but not with /who. Then there's the bit with default quit msgs.
