Survey grid won't render on map #5

Description

Survey grid cells (EBS and NBS specifically) are not rendering. Toggle was removed for testing purposes, Need to revisit UI toggle and related server side script features to enable proper rendering w/o a crash.

Addressed in commit 9094a63c9f3f17756486b1391abf7b60ef55f34e. Survey grid now visible when toggle on. However, fill color still needs work.
