Allow admins to set participant start date #330

The admin dashboard should be updated to allow admins to set a start date for a participant. The date must be no less than two days and no more than one year in the future.

I was able to see the field and enter the start date (along with the ability to confirm). Will check my email to see if notifications stop.

Great - sounds like this ticket can be closed, then, and we'll keep #331 open to verify that reminders aren't sent.
