Games hang on Sega License Screen (Outtrigger, Sega Bass Fishing, etc)

What steps will reproduce the problem?
Booting up Outtrigger will hang on the Sega license screen forever.

What version of the product are you using? On what operating system?
Tested on DEmul 0.5.8.2 and 0.5.8.0. The same CHD does not have this problem on 
0.5.7 however.

fixed in r2387

to play this games on 0.582 or earlier version - find real Dreamcast flash dump 
and place it to nvram/dc.flash
or at least using hex-editor change your's "dc.flash" at offset 0x1A000 to 
0x3030
