not sure if this hasn't been implemented yet or maybe I'm doing something
wrong, but I can't find any info on it.

you do it wrong.
- in Config -> Maple Device Manager set Port B and C to Controller
- in Game Assignment set VM-Kit type to Capcom
Dreamcast Joy 2 & 3 will be used ingame

- Maple Device manager is set up. I also didn't forget to launch Demul, just in
case you thought I didn't.
- No such "Game Assignment" or "VM-Kit type" entry in Service Menu (you even
didn't bother to test it right?)

is
enter Test mode -> Game Test Mode -> Game Configuration -> VM-Kit Type -> set
to CAPCOM
with such setting regular Dreamcast controllers plugged into Maple ports B and
C will be used for player 3 and 4.
anyway, almost each of ~100 Naomi games have some specific settings, which are
described in its User/Service Manual. usually this is 100-200pages books.
Here is NOT SEGA TECH SUPPORT!!! you must read these manual by yourself and
know how arcades works and how to enable or disable certain features.

I challenge you to go check my last Service Menu screenshot above and spot such
thing called "VM-Kit Type". Probably the only lazy ass one is you to not even
bother check the posted images.
There's not much to do in a service menu with a mere 60 switches at most. I
haven't seen any Power Stone 2 service manual around.

why to reopen ticket ? is there something wrong with emulator ? real arcade
works exactly in the same way afaik.
if you dont know some things about how game works - its yours own problems, not
emulator bugs. read manuals, ask somewhere like arcadeotaku etc if YOU need it.
Demul is virtual machine aka emulator, not 'doubleclick to play the game'
thing, so it requires certain knowledge and/or skills from errm... 'arcade
operator' i.e. you.

I doubt americans couldn't play 4 players in power stone 2.
You are telling me to use a "hack" to workaround this missing 4P Naomi support
and let power stone 2 use my Dreamcast controllers? This has no relation at all
to "arcade operator".
You make it sound like a complex NASA operator panel but there's no mystery on
service menus, it's even simpler than the simplest mobo bios I have ever seen,
they are just a few options thrown there. Service manuals are mostly dedicated
to hardware, and hardware emulation is handled internally in demul, not through
service menus...
BTW, slashout lacks the VM-Kit Type entry (it's not a Capcom game after all).
Are you sure it has 4P support? Yes, reopen the ticket.

Fuck, ITS NOT A HACK! it really works this way!
on real hardware to have 4 players arcade operator connect special VM-Kit
(actually simple connectors and wires) to Naomi matherboard, it is wired to
cabinet control panel, where players 3 and 4 can/must connect regular Dreamcast
controllers to play.
this is how it works. really.
so where is no issue. its just you such a dumb.

oh great! So you solder a hacky piece of hardware to the Japanese PCB, plug
your regular Dreamcast controllers and this is not in any way a hack. Great

Anyway too much arguing to enable 4P support on only 4 games.
You better spend resources on improving performance, way more important.
It's painful to play anything at a serious level.
