Kirby's Dream Land 2 intro scanline glitch #2

What steps will reproduce the problem?
1. Boot Kirby's Dream Land 2
2. As Rick the Hamster slides in, the first scanline is already drawn in place

What is the expected output? What do you see instead?
The first scanline should slide in with the rest of the image.

Please use labels and text to provide additional information.
This looks like some sort "off by one" error. It was possible to get this 
working before, but with broken LYC emulation.
