How would I go about getting this off of my tv screen? Pops up every time I 
boot snatcher up.

this is the lightgun crosshair because you have justifier lightgun enabled on 
port 2 for that game and a wii/gc controller assigned to it
go read the user manual to learn how to disable it (input settings -> player 2 
->  show_cursor OFF or simply change the emulated device on port 2 to gamepad
