Missing text and textures on Army Men Sarge's Heroes

What steps will reproduce the problem?

Play Army Men Sarge's Heroes normally.

What is the expected output? What do you see instead?

Many textures are missing. So far, I saw:

1- At language selection screen, only flags for german and italian are shown.
2- Main menu, options, controller config, pause menu and others miss text for 
some entries.
3- Dialogues miss entire lines.
4- Objectives and other screens with text misses entire lines.

What version of the product are you using? What build? What plugins?

r131 on initial settings, out-of-the-box.

PowerVR Plugin: drkpvr_win32.dll

On what kind of system?
win 7 x64

My system specifications are as follows:
c2q q6600, 4gb ram, radeon hd4850, catalyst 10.10

i have tried changing all settings on powervr plugin, but none of them causes 
any change to the issue

don't know about d24fs8 since my videocard doesn't support it

disabling dynarec doesn't solve too
