I've found the issue here since I'm passing both cost models for V1 and V2 but only have one script which is V2. Looking at source code there is this at hash_script_data: buf.extend(cost_models.language_views_encoding()); so all versions are included in the final hash

The issue was not taking into account min_script_fee here:
