[Feature Request]: Use Github-hosted ARM runner to build `arm64` once they are available

Problem Description

Currently, we are building arm64 images using QEMU which takes a lot of time. As an improvement we could leverage Github-hosten arm runners once available, see https://github.com/orgs/community/discussions/19197
