Add default config for PyCharm projects #2

It would be nice to provide a file that describes common / useful defaults for EnMAP-Box PyCharm projects.

These may include the defaults for:

Tools > Python Integrated tools > Testin
- Default test runner =Unittests
- Docstrings format = Plain (or better RST?)
Build, Execution, Deplyoment > Console > General Settings
- disable IPython
Copyright defaults / default
