Add vector layer style panel #104

Follow up to this https://bitbucket.org/hu-geomatics/enmap-box/issues/380/layer-style-panel Meanwhile a raster layer style panel is implemented, but a vector layer style panel is still missing

The main purpose of the Raster Layer Styling panel was to support wavelength properly. Not sure if a Vector Styling Panel is that important. For sure it would be nice to have (low priority).
