New, modern project manager Hatch

removed old and unused directories
added the new project manager according to PEP621, (https://github.com/pypa/pip/issues/12330)

Old and unused directories and files, such as 'bin', 'MANIFEST.in', 'setup.py', 'docs', 'Makefile', have also been removed.
