Split NavTech payment into multiple txp's #32

NavTech payments are going through as one transaction from the wallet. Split it into multiple parts like how its done in nav coin core.

Also, add the option for other NavTech servers (community)

splitting the transactions is reasonably complex and will be done after the public beta but before the full public release. I'll create a new ticket for managing navtech servers.
