Good sleuthing, Josh. Using localized strings for configuration is a strange and inconvenient way to do things. This isn't nice for Korean readers either, since the pseudo-URLs are encoded using a non-standard URL encoding not normally used!
I threw together a script that will decode those and print regular Korean, which you can run through Google Translate if you can't read it, and then you'll know what each setting does.
The decoder script is here and it works like this (using your sample GECommonSettings.conf file):

And Google Translate helpfully tells me, for example, that 2차 행정단위 지역(군) means "Second regional administrative units (county)".
