prevent changing tilt #2

We have found that systems which have a mouse attached can adjust the tilt of Peruse. We need to prevent the tilt from being changed in the system. lg-montage_singapore

initially had resolved this but found that it didn't take into consideration multi-row systems. removed offending "pov.pitch = 0" and re-committed, then re-opened this ticket. still need to build in support for enforcing proper pitch, but need to account for multi-row systems.
