[enhancement] An option to require the Ember Bore to be placed above a certain block to function

From what I understand, the Ember Bore currently functions only depending on dimension and y level. I believe another useful option to have would be to whitelist/blacklist blocks as well, and require the machine to have contact with them to extract Ember.
