witherstorm fusion not craftable in 1.12.2 #66

can someone help me understand how to craft the witherstorm fusion in 1.12.2 I tried using jei to help but it was not able to

also, how do I even kill my own wither storm just to obtain a withered nether star?

You can't. It would be too op to spawn in the literal god of death in survival mode. If the wither storm is in it's beginning stages, try to through a potion of instant healing, which should insta kill it.
