The way I would suggest implementing it for 4e is to look at how the PF2e implementation handles spells of different levels, and use that same structure for at-wills, encounters, dailies, utilities, item powers, etc. Then the user can drag the powers that are their favorites out of the "spell" list onto the favorites bar.
This module has a lot of potential overall, and I can DEFINITELY see it having a large impact on how the game can be played more smoothly if implemented. So, I just wanted to share the idea/request and see if anyone would be willing to tackle it or not.
