As a GridAccessProvider MDR I want to peek/deque an RSM-014 CIM XML, even if the calculated period has no time series So that I can get the timeseries for the whole calculated period in RSM-014

[ ] Given a balance fixing is executed for a period, and some of the points have QuantityMissing-A02 (no data exist) Then these points in RSM-014 must have Quantity Quality = A05 and Quantity = "0":
