Create and maintain charge information via GUI

In addition to creating and maintain charge information via b2b, we would like to enable GUI users to do the same.

Role management is out of scope, all users may edit all charges.

Stopping a charge: The display and input fields needed to stop a charge are the following.

[ ] AC 2: Create charges information via GUI Create a new page for creating tariffs, fees, subscriptions via menu, according to the mockup. The screen is to include a create, to carry out the creation, and cancel button to leave the window without creating charges. Via a drop down the user selects the type [fee, subscription, tariff], which updates the list of presented fields accordingly.

We navigate to the new window via the stop charge button: The new window will contain input fields, a stop button for stopping, and a cancel for leaving the window.
