Make a function that generates a compression procedure for each table in the database.

Compression script done. Right now it is in the user's database and is called compress(). It takes 3 parameters:

target, text specifying which table to compress
version_from_col, text specifying which col represents the version from column in the target table
version_to_col, text " " version to column " "
