Add control lever to switch between AR4 and AR5 GWP values #199

We'd like to add a control lever that switches between AR4 and AR5 GWP values and is exposed in the web app. Note that we also have a control lever for switching between GWP 20 and GWP 100 values. These will have to work together and we may consider exposing the GWP20/GWP100 control lever as well.

Completed in commits 5bf779c and 9548962.

However, the web app doesn't currently handle control levers correctly on wedge diagrams and cost curves. Working with Todd on a solution, which would be in the web app code.

Moved from EPS 3.3.1 to EPS 3.4 to give time for web app code to be updated to support the GWP toggle lever. (The lever works in Vensim, just not in the web app.)
