Add control lever to toggle inclusion/exclusion of international bunker fuels #209

International bunker fuels = fuel used by ships and aviation for international movement

Add a control lever to include or exclude international bunker fuel from all emissions (and probably fuel use) output graphs. This is to better match various emissions accounting frameworks and is not a policy. It should be broadly similar to the control lever that toggles the inclusion/exclusion of emissions associated with imported electricity. It should be implemented with minimal code changes and should not require edits to any specific output graphs.
