Output Fuel Costs per Unit Energy by Sector is missing values for geoengineering #210

Geoengineering fuel costs were not programmed into the Output Fuel Costs per Unit Energy by Sector variable, which meant the variable was not returning any values for the geoengineering sector.

I fixed this in commit 2365ed3.
