Fix to 'This Year DR Capacity by Provider' to correctly account for electrolyzers #241

While working on our reconciliation analysis, I realized that the calculation for demand response capacity by provider was assuming that new demand response capacity from electrolyzers was split between nonenergy industries and labor and consumers (total DR capacity was multiplied by our static DRCo Share of DR by Provider variable). However, new electrolyzer capacity should be assigned entirely to nonenergy industries. Only the DR capacity added due to the Fraction of Additional Demand Response Potential Achieved should be split based on DRCo.

I made this quick fix in the code so that we can slip this into 3.4.
