Use AEO2022 Low GDP Growth for BAU #248

The GDP growth for the Reference scenario from AEO2022 is too high, relative to other projections, including the CBO's projection. The Low growth scenario is closer, thought still high. We will move to the low growth scenario for our BAU projections in the 3.4 update
