Adjust PERAC from AR4 to AR5 GWP values in Vensim rather than in Excel PERAC file #249

Currently, our GWP input data is based on AR5. PERAC gives CO2e values based on AR4. We manually adjust PERAC in Excel to give its outputs in AR5 GWP values. It would be easier for modelers working with PERAC if we did the AR4 to AR5 adjustment in Vensim.

Robbie and I discussed that we should likely save this feature for 3.6. I am retagging this issue for now.
