Currently, fuel prices and taxes are determined in BFPaT and read into the model as $/BTU values.
We should assess whether this approach makes sense or if we should instead move to using a percentage, which may better reflect excise taxes or VATs. This is required because the fuel prices can change endogenously in the model and we would want the fuel taxes to correctly reflect changes in revenue if they are percentage based.
