Update to latest health incidence-per-ton data and add new health metrics #316

EPA's latest version of COBRA includes new health metrics, including hospital admissions for Alzheimer’s disease and Parkinson’s Disease, incidence of stroke and lung cancer, asthma onset, and incidence of hay fever/rhinitis. We could also consider adding health impacts of O3 formation as a result of changes in NOx and VOC emissions, which is now included. There are additional health impacts associated with ozone, including school loss days and asthma symptoms, including cough, wheeze, chest tightness, and shortness of breath.

The health metrics we use are in Excel tables originally derived from BenMAP. They may be the same incidence-per-ton values as those used in COBRA, but the way the tables are formatted is similar to the tables we use now and may be more complete and clearer/easier to cite. We do use COBRA currently, primarily for mapping health impacts to counties. The BenMAP-derived incidence-per-ton tables are here.

I've updated the name of this issue to suggest that the main data update could be based on the BenMAP-derived tables, which include the greatly expanded list of health metrics, etc. Our use of COBRA could be updated too, for its mapping of impacts to counties if desired.

Rather, I updated the issue name not to specify one data source or the other, so that they can be compared and a decision made about which provides the clearer/better/more complete incidence-per-ton data.
