Add a lever to ban powerplant retrofits #329

Currently, the user can only ban powerplant retrofits using BBPPRTY, but this impacts both the BAU and policy scenario. The user may wish to toggle the ban in the policy scenario alone.

Addressed on 10/2 commit #152ff295. Will be included in 4.0.3 release
